Someone switched my license plates

I went outside to go to my car to go to work. I couldn't find it right away. I kept looking, went back inside, went back out and finally used the remote to honk the horn. I found it in my usual spot, except things seemed a bit distorted. There were more spots to the right of mine.
I was parked differently. My car was reversed in the spot. There was snow on the right side of car, even though it was spring. I noticed the back license plate was now a custom plate. It was black and had some white lettering on it. It wasn't like a normal plate. It was more like the plates you can find in stores. The front page was an Austrian plate.
The front left tire was flat. I got in the car and called work to say I would be late. A clerk picked up said my supervisor was in a meeting. I thought about calling the police. I went to the apartment office. Two women were in there, and I told them the problem. One said it happened to someone else in the complex. It was the same problem: the Austria plate and custom plat and the flat tire. I think the driver's side window was smashed out too.
The woman next to the one who talked to me had red splotches on her face. The other woman pointed them out. She said they were from when she had cancer. The other woman said you could hardly see them and that her hair was beautiful. The cancer woman said the red marks were from her beard she had that was part of the cancer. I went back to my car to call police. I thought about either calling the non-emergency number or a different number.
